HDRI image to achieve the same level of illumination of the image itself is not sufficient to use the image into the slot GI (Skylight). 
To get the same level in the rendering, you must increase the value Multiplier to 2.2 This is because the default values \u200b\u200busing the rendering is exposed (linearized) to gamma 2.2 then the HDRI images, which are in range 1.0 remain dark.
